On September 8, 2014, the Bureau released a Public Notice, DA 14-1288, announcing the acceptance of applications and establishing a pleading cycle regarding the proposed assignment of licenses and authorizations to AT&T Mobility Spectrum LLC (“AT&T”) from Club 42CM Limited Partnership (“Club 42”).1 The Public Notice explained that the Bureau, in reviewing the proposed transaction, would treat a proposed increase in below-1-GHz spectrum holdings held by the acquiring entity as an “enhanced factor” and would evaluate whether the public interest benefits “clearly outweigh” the potential harms, pursuant to the Mobile Spectrum Holdings Report and Order.2 On September 22, 2014, the Bureau sent letters to AT&T and Club 42 requesting the submission of written responses and supporting documentation by October 6, 2014, to specific inquiries related to the proposed transaction.3 On September 29, 2014, the Competitive Carriers Association (“CCA”) requested a seven business-day extension of the pleading deadlines.4 CCA contends that, with responses to the Information Requests due two days before the initial pleading deadline, parties intending to participate in the pleading cycle should be allowed more time for review of the information and documents to be submitted by AT&T and Club 42.5 1 AT&T Mobility Spectrum LLC and Club 42CM Limited Partnership Seek FCC Consent to the Assignment of Two Lower 700 MHz Licenses, Public Notice, DA 14-1288 (rel.
