INTERNATIONAL BUREAU INVITES INTERESTED PARTIES TO PARTICIPATE IN 
PART 43 ONLINE FILING SYSTEM TESTING
The International Bureau invites participation in early testing of the new Part 43 online 
filing system for annual reports of U.S. providers of international services and circuits, starting in 
November 2014. We especially encourage those providers that are required to file international 
traffic and revenue reports or international circuit capacity reports to participate.  The annual 
traffic and revenue and annual circuit capacity reporting requirements are set out in section 43.62 
of the Commission’s rules.1  
The Part 43 online filing system will reflect the requirements set out in the Filing Manual 
for Section 43.62 Annual Reports (Filing Manual), which we have released by separate Public 
Notice.2 The Filing Manual provides directions including data specification for completing the
Traffic and Revenue Report and the Circuit Capacity Report.  It also sets forth instructions on how 
to file the reports, including who must file, which of the reports to file, the information that each 
report must contain, and the filing procedures.  
All testing will be done online.  Participants will be given a website link to the test filing 
system.  They will be asked to simulate an online filing and provide feedback to improve the 
usability of the system.  As appropriate, the feedback will be used to make changes and 
improvements to the online filing system.3 The testing will take place in phases beginning in 
November.  Test participants will receive notification and more specific instructions before each 
phase.
