Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 14-61 Released: January 17, 2014 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU REMINDS CMRS PROVIDERS USING NETWORK-BASED LOCATION TECHNOLOGY OF THE JANUARY 18, 2014 BENCHMARK OF THE COMMISSION’S UPDATED E911 LOCATION ACCURACY RULES AND PROVIDES UPDATED CONTACT INFORMATION FOR EXCLUSION REPORTING PS Docket No. 07-114 By this Public Notice, the Public Safety and Homeland Security Bureau (Bureau) reminds Commercial Mobile Radio Service (CMRS) providers subject to Section 20.18 of the Commission’s rules,1 and other interested parties, of the January 18, 2014 deadline applicable to CMRS providers that deploy network-based location accuracy technologies. The Commission established this benchmark deadline in the E911 Location Accuracy Second Report and Order in PS Docket 07-114.2 Specifically, as of January 18, 2014, CMRS providers deploying network-based technologies must meet the following standard on location accuracy for 911 calls: · 100 meters for 67 percent of calls, in 70 percent of counties or PSAP service areas, which must cover at least 80 percent of the population covered by the CMRS provider across its entire network.3 · 300 meters for 90 percent of calls, in 60 percent of counties or PSAP service areas, which must cover at least 70 percent of the population covered by the CMRS provider across its entire network.4 Compliance with these standards will be measured on a per-county or per-PSAP basis using, at the CMRS provider’s election, (1) network-based accuracy data, or (2) blending reporting data as provided under 47 C.F.R. § 20.18(h)(1)(iv).5 All other previously announced obligations pursuant to Section 20.18 of the Commission’s rules remain in effect.6 1 47 C.F.R. § 20.18. 2 See Wireless E911 Location Accuracy Requirements, PS Docket No. 07-114, Second Report and Order, 25 FCC Rcd 18909 (2010) (E911 Location Accuracy Second Report and Order). The 2Carriers’ Lists of Exclusions from the Location Accuracy Requirements The Bureau also reminds all CMRS providers of the process for filing their lists of geographic areas that may be excluded from accuracy calculations,7 and that CMRS providers must file changes to their exclusion lists within 30 days of any change.8 CMRS providers should file any such changes in PS Docket No. 07-114, in accordance with the June 28, 2011 Bureau E911 Location Accuracy Guidance Order. We note that since the Bureau last reminded CMRS providers about filing procedures for geographic exclusions,9 contact information for representatives at APCO and NASNA, to whom copies of exclusion reports must be sent, has changed. We direct CMRS providers to use the contact information provided below.
