INTRODUCTION 1. Under consideration is the May 7, 2014 Request for Waiver to Provide Additional Time for Completing Planning and Submitting a Cost Estimate to Sprint Nextel and the 800 MHz Transition Administrator (Request) filed by the City of Los Angeles (City) seeking an extension of time until May 30, 2014 to submit a cost estimate for the reconfiguration of the City’s 800 MHz communications system. For the reasons set out below, we grant the City’s request. II. DISCUSSION 2. The City represents that it has been unable timely to submit a cost estimate for the rebanding of its 800 MHz system because of several factors involved in the planning process. Among those factors is the fact that the City operates “two separate duplicate systems that are cross-linked at [the City’s] sites.”1 The City claims that these duplicate systems complicate the engineering and cutover planning issues.”2 In addition, the City asserts that it has identified approximately 38 recently installed bi-directional amplifiers that must be rebanded, but were not included when the City was preparing a planning cost estimate.3 Additionally, the City represents that its planning work has been complicated by the large number of users of the system, and that it has encountered a large number of subscriber units that were not included in the subscriber estimate contained in its Request for Planning Funding.4 3. Section 1.46(a) of the Commission’s rules5 states that [i]t is the policy of the Commission that extensions of time shall not be routinely granted. Federal Communications Commission DA 14-626 2 other licensees that have met the Commission’s 800 MHz band reconfiguration deadlines with a consequent delay of the overall program. We therefore afford a high degree of scrutiny to the reasons licensees advance for extensions of time.”6 III. DECISION 4. Applying the requisite high degree of scrutiny to the City’s Request, we find that the City has encountered unforeseeable differences between the installed inventory of equipment and the estimate of installed equipment that was the basis of its Request for Planning Funding. We also find that the length of the requested extension is modest and no more than necessary for the City to prepare and submit its cost estimate. IV. ORDERING CLAUSES 5. Accordingly IT IS ORDERED that that Request for Extension of Time filed May 7, 2014 by the City of Los Angeles IS GRANTED. 6. IT IS FURTHER ORDERED that the City of Los Angeles shall file its cost estimate with Sprint Corporation and the 800 MHz Transition Administrator on or before May 30, 2014. 7.
