ORDER

By the Chief, Video Division, Media Bureau:
1. The Video Division issued a Notice of Apparent Liability for Forfeiture (“NAL”) to 
Withers Broadcasting Co. of Clarksburg, LLC based on its apparent violation of Sections 73.3526(a)(2) 
and (e)(11)(i) of the Rules.
2. W. Russell Withers, Jr., the sole manager and member and 100 percent equity owner of 
the Licensee, died on January 24, 2014, according to the Licensee’s representative.  Based on the 
representative’s showing, we hereby cancel the forfeiture.
ORDERING CLAUSES
3. Accordingly, IT IS ORDERED that the proposed $13,000 forfeiture issued to Withers 
Broadcasting Company of Clarksburg, LLC is hereby CANCELLED.  
4. IT IS FURTHER ORDERED that copies of this Order shall be sent, by First Class and 
Certified Mail, Return Receipt Requested, to Withers Broadcasting Company of Clarksburg, LLC, Post 
Office Box 1508, Mount Vernon, Illinois, 62864 and to counsel, Dennis J. Kelly, P.O. Box 41177, 
Washington, D.C. 20018-0577.
