Federal Communications Commission Washington, D.C. 20554 October 13, 2015 DA 15-1170 Mr. Allan Brace iHeartMedia + Entertainment, Inc. 2625 S. Memorial Drive Tulsa, OK 74129 AllanBrace@iheartmedia.com fcccontact@iheartmedia.com Call Sign: E050143 File Nos.: SES-MOD-20150610-00352 Dear Mr. Brace: On June 10, 2015, iHeartMedia + Entertainment, Inc. (iHeartMedia) filed the above-captioned application for modification of its earth station license to: (1) add and update Antenna IDs; and (2) update emission designators and EIRP values. For the reason explained below, we dismiss the application without prejudice to re-filing.1 Section 25.112(a) of the Commission’s rules requires the Commission to return, as unacceptable for filing, any earth station application that is not substantially complete, contains internal inconsistencies, or does not substantially comply with the Commission’s rules 47 C.F.R. § 25.112(a). iHeartMedia’s application for modification is deficient for the following reasons: · Site ID “CCSS-INV-6.1A” o The Schedule B of Form 312 lists a maximum total output effective isotropic radiated power (eirp) for all carriers of 77.3 dBW. The value of the maximum eirp per carrier for some emission designators requested exceeds this maximum value for all carriers. Also, the calculated antenna input power density exceeds -14.0 dBW/4kHz. Authorizations for earth stations seeking to communicate with Permitted List satellites must comply with the -14.0 dBW/4kHz antenna input power density limit specified in 47 C.F.R. § 25.212(c)(2) for conventional Ku-band frequencies.2 · Site IDs “TTCM1_850DR,” Antenna ID “TT0 753. 75M” and Antenna ID “TTRVN _9808” o Each Schedule B of Form 312 request values of maximum eirp per carrier that exceed the maximum total output eirp for all carriers. · Site IDs “SCM1_8x2_4” and “TT3_7x150” o Each Schedule B of Form 312 must specify a point of communication. 1 If iHeartMedia + Entertainment, Inc. re-files an application identical to the portion dismissed, with the exception of supplying the corrected information, it need not pay an application fee. See 47 C.F.R. § 1.1111(d). 2 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth). Federal Communications Commission DA 15-1170 2 Accordingly, pursuant to Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. § 25.112(a)(1), and Section 0.261 of the Commission’s rules on delegations of authority, 47 C.F.R. § 0.261, we dismiss the application of iHeartMedia without prejudice to re-filing. Sincerely, Paul E. Blais Chief, Systems Analysis Branch Satellite Division International Bureau
