The Wireline Competition Bureau previously granted AT&T a six-month waiver for all recording, retention, and reporting requirements to allow for system changes required to implement AT&T’s sampling methodology. See Rural Call Completion, Petition for Limited Waiver of AT&T Services, Inc., Petition for Waiver of CenturyLink, WC Docket No. 13-39, Order, 30 FCC Rcd 996 (2015). Pursuant to the waiver, AT&T’s initial quarterly report was due on November 2, 2015. The waiver also required AT&T to fully comply with the recordkeeping, retention, and reporting rules for the traffic of AT&T’s affiliate operating under the Cricket brand until the traffic was migrated onto AT&T’s core network. Id. at 1010, para. 39. According to AT&T, all Cricket traffic has been migrated as of third quarter 2015. AT&T Petition at 2 n.8. As a result, Cricket filed its last report on November 2, 2015, and is not included within the scope of this waiver request.
