WIRELINE COMPETITION BUREAU REMINDS INTERESTED PARTIES THAT THE 
DEFAULT COMMENT CYCLE APPLIES TO UNIVERSAL SERVICE HIGH COST WAIVER 
REQUESTS, PETITIONS FOR RECONSIDERATION, AND APPLICATIONS FOR REVIEW 
UNLESS A PUBLIC NOTICE IS ISSUED WITH ALTERNATIVE COMMENT DATES

The Wireline Competition Bureau (Bureau) issues this Public Notice to remind interested parties 
that comment cycles for universal service fund (USF) high-cost support waiver requests, petitions for 
reconsideration, and applications for review will be governed by the default comment dates provided in 
the Commission’s rules.  The default comment cycles can be found in sections 1.45, 1.106, 1.115, and 
1.429 of the Commission’s rules.1 The Bureau may extend the comment cycle by public notice in 
individual cases if a particular request for waiver or review raises complex or difficult issues of industry-
wide significance to allow commenters sufficient time to fully respond to the issues presented.  Interested 
parties, however, should not assume that the Bureau will so extend the comment period for any given 
request.  
Interested parties can monitor the filing of waiver requests, petitions for reconsideration, and 
applications for review through the Commission’s Electronic Comment Filing System (ECFS) at
http://apps.fcc.gov/ecfs/comment_search/execute?proceeding=10-90.
