WIRELESS TELECOMMUNICATIONS BUREAU RELEASES
IMPAIRMENT FILE FORMATS FOR FORWARD AUCTION

The Wireless Telecommunications Bureau today releases specifications for impairment file 
formats for the broadcast incentive auction.  The Commission has determined that qualified bidders in the 
forward auction (Auction 1002) will have access to detailed impairment information upon receipt of their 
registration materials.

  The attached specifications set forth the file formats in which this information will 
be made available to qualified bidders.  We release specifications for impairment file formats now in 
order to enable prospective forward auction bidders to begin familiarizing themselves with the auction 
process.

  We plan to release specifications for forward auction bidding data file formats shortly. 
The attached specifications include, for each data file, an overall description of the file, the data 
fields that are included (with definitions of the data elements in each field), the data type, and notes or 
examples.  Sample data is provided at the end of each file.  We emphasize that the specifications we 
release today include sample data only; they do not reflect the actual impairment information that will be 
made available to qualified bidders during the auction.
