This order extends the deadlines for comments and reply comments in response to the Public Notice entitled Comment Sought on Competitive Bidding Procedures for Broadcast Incentive Auction 1000, Including Auctions 1001 and 1002 (Auction 1000 Comment Public Notice) in the above- captioned proceeding in the interest of developing a comprehensive record. 1 We extend the comment deadline to February 13, 2015, and the reply comment deadline to March 13, 2015. 2. On December 17, 2014, the Commission released the Auction 1000 Comment Public Notice initiating the pre-auction process to develop procedures necessary to carry out the broadcast television spectrum incentive auction. The Auction 1000 Comment Public Notice set forth specific proposals on auction design issues and sought public comment on those proposals. The Auction 1000 Comment Public Notice announced deadlines for comments and reply comments of January 30, 2015, and February 27, 2015, respectively. 3. On December 23, 2014, the Consumer Electronics Association, CTIA – The Wireless Association ® , and the Telecommunications Industry Association filed a Joint Request for Extension of Comment and Reply Comment Deadlines with respect to the Auction 1000 Comment Public Notice, seeking a 30-day extension of both deadlines. The parties assert that the broadcast television spectrum auction presents novel issues requiring the input of personnel resources currently constrained by their participation in the ongoing Auction 97, and that an extension will enable interested parties to take into account the “lessons learned” from that auction in their comments in response to the Auction 1000 Comment Public Notice. 2 They further contend that pending deadlines for comment in related 1 Comment Sought on Competitive Bidding Procedures for Broadcast Incentive Auction 1000, Including Auctions 1001 and 1002, FCC 14-191, Public Notice, GN Docket No. 12-268, AU Docket 14-252 (Dec. 17, 2014). 2 On November 13, 2014, bidding commenced in Auction 97, which offers AWS-3 licenses covering the greatest amount of spectrum suitable for mobile broadband services since the 2008 auction of 700 MHz licenses (Auction 73). Finally, they assert that extending the time will not delay the auction itself. 4. Requests for extensions of time are not routinely granted. 3 However, this extension of the deadlines for comments and reply comments in response to the Auction 1000 Comment Public Notice will increase the likelihood that interested parties will be able to take into account more complete information about the results of the bidding and compose their comments with input from personnel that are currently busy with Auction 97. This should promote more thoroughly considered comments and replies regarding procedures for Auction 1000, the Commission’s first incentive auction, and do so without jeopardizing the Commission’s anticipated schedule for the auction. We conclude that extending the deadlines as set forth above should provide sufficient additional time for this purpose. 5. Accordingly, IT IS ORDERED that, pursuant to sections 4(i), 4(j), and 5(c) of the Communications Act of 1934, as amended, 47 U.S.C. §§ 154(i), 154(j), 155(c), and pursuant to the authority delegated in Sections 0.131 and 0.331 of the Commission’s rules, 47 C.F.R. §§ 0.131, 0.331, WE EXTEND the comment and reply comment deadlines in response to the Auction 1000 Comment Public Notice in the above proceeding as discussed herein.
