Box 757320 Fairbanks, AK 99775-7320 rwalbright@alaska.edu Call Sign: E140023 File No.: SES-LIC-20140912-00721 Dear Mr. Albright: On November 12, 2014, University of Alaska Fairbanks filed the above-captioned application seeking an authorization to operate a fixed earth station in Fairbanks, Alaska, using 7.3-meter and 9.1-meter antennas to communicate with the WorldView-1, WorldView-2, WorldView-3, GeoEye 1, GeoEye 2, QuickBird 1, and IKONOS NGSO satellites in the 2042- 2052 MHz (Earth-to-space), 2200-2400 MHz (space-to-Earth), and 8072.5-8371.2 MHz (space- to-Earth) frequency bands. Pursuant to Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. § 25.112(a)(1), we dismiss the application, without prejudice to re-filing.1 Section 25.112 of the Commission’s rules, 47 C.F.R. § 25.112, requires the Commission to return, as unacceptable for filing, any earth station application that does not comply with the Commission’s rules. For the reasons stated below, University of Alaska Fairbanks’ application is unacceptable for filing and subject to dismissal. • University of Alaska Fairbanks did not list the antenna gain for transmissions in the 2042-2052 MHz frequency band, as required by Items 41/42 of the Schedule B to Form 312. • University of Alaska Fairbanks’ request in Items 43/44 of Schedule B to Form 312 to receive communications in the 2200-2400 MHz frequency band is inconsistent with the currently authorized transmit frequencies for any of the satellites requested as points of communication and with the U.S. Table of Frequency Allocations. 47 C.F.R. § 2.106. · University of Alaska Fairbanks did not submit a Frequency Coordination and Interference Analysis Report for the use of the 2025-2120 MHz frequency band, as required by Section 25.203(c) of the Commission’s rules, 47 C.F.R. § 25.203(c). 1 If University of Alaska Fairbanks re-files an application inwhich the deficiencies identified in this letter have been corrected, but is otherwise identical to the one dismissed, it need not pay an application fee.
