On April 1, 2015, the Federal Communications Commission adopted a Notice of Proposed 
Rulemaking in the Non-Service-Initialized Phones proceeding (NPRM).1 The NPRM set deadlines for 
filing comments and reply comments at 30 and 60 days after publication in the Federal Register.
On May 6, 2015, a summary of the NPRM appeared in the Federal Register.2 Accordingly, 
comments will be due on or before June 5, 2015, and reply comments will be due on or before July 6, 
2015. The NPRM sets forth the comment filing instructions.
