Dear Ms. Greet:
On October 15, 2014, Universal Space Network, Inc. (USN) filed the above-captioned application 
seeking an authorization to operate a receive-only fixed earth station in North Pole, Alaska, to receive signals 
from the PROBA-V satellite, operated by the European Space Agency (ESA), using the center frequency of 
8090.0 MHz (space-to-Earth).  For the reasons discussed below, we dismiss the application as defective, 
without prejudice to re-filing.1
Section 25.112 of the Commission’s rules, 47 C.F.R. § 25.112, requires the Commission to return, as 
unacceptable for filing, any earth station application that is not substantially complete, contains internal 
inconsistencies, or does not substantially comply with the Commission’s rules.  Sections 25.131(j)(1) and 
25.137(b) of the Commission’s rules, 47 C.F.R. §§ 25.131(j)(1) and 25.137(b), require submission of 
information concerning the PROBA-V satellite, including, as specified in Section 25.114(d)(14) of the 
Commission rules, 47 C.F.R. § 25.114(d)(14), information concerning the design and operational strategies 
that have been or will be used to mitigate orbital debris.  USN has already provided some of this 
information;2 however the application remains incomplete with respect to several relevant requirements.  In 
particular, the following information is required:
· A statement confirming that the space station operator has assessed and limited the amount of debris 
released in a planned manner during normal operations.  47 C.F.R. § 25.114(d)(14)(i). 
· A statement that the space station operator has assessed and limited the probability of the space 
station becoming a source of debris by collisions with large debris or other operational space 
stations.  47 C.F.R. § 25.114(d)(14)(iii).  In addition, please address the anticipated risk of a debris 
generating collision between PROBA-V and other objects over the orbital lifetime of the satellite.  
Finally, to the extent there is any additional information supporting departure from the 25 year post-
mission disposal guideline, please provide that information.

Accordingly, pursuant to Section 25.112(a)(1) of the Commission’s rules, 47 C.F.R. § 25.112(a)(1), 
and Section 0.261 of the Commission’s rules on delegations of authority, 47 C.F.R. § 0.261, we dismiss the 
application of USN without prejudice to re-filing.
