DIRECTV Enterprises, LLC
Nature of Service: Fixed Satellite Service
On May 11, 2016, the Satellite Division granted, with conditions, the application of DIRECTV Enterprises, LLC to construct, deploy, and
operate a Ku-band satellite, SKY-B1, at 43.1° W.L.  The satellite is authorized to provide fixed-satellite service at 43.1° W.L. using the following
frequency bands: 10.7-10.95 GHz, 10.95-11.2 GHz, 11.2-11.45 GHz, 11.45-11.7 GHz, 11.7-12.2 GHz, and 18.85-20.2 GHz (space-to-Earth);
and 12.75-13.25 GHz, 13.75-14.0 GHz, 14.0-14.5 GHz, and 28.65-30.0 GHz (Earth-to-space).  DIRECTV is also authorized to conduct
telemetry, tracking, and command functions at 43.1° W.L. using the following center frequencies: 11443 MHz, 11443.5 MHz, 11446.5 MHz and
11447 MHz (space-to-Earth); and 13.2495 GHz and 14.498 GHz (Earth-to-space).  Operations in the Ka-band frequencies will be subject to the
authority of the Telecommunication Regulatory Authority of the United Arab Emirates and the grant of authorization does not include any grant
of market access to the United States in these frequencies.

On May 6, 2016, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 180 days, to
(1) provide fixed-satellite service via the Galaxy 11 space station at 60.1° E.L. using the 10.95-11.2 GHz (space-to-Earth), 11.7-12.2 GHz
(space-to-Earth), and 13.75-14.5 GHz (Earth-to-space) frequency bands; and (2) conduct telemetry, tracking, and command operations necessary
to maintain the Galaxy 11 space station at the 60.1° E.L. orbital position using the following center frequencies: 14.0005 GHz and 14.4985 GHz
(Earth-to-space); and 11.701 GHz and 11.702 GHz (space-to-Earth).

The Satellite Division has designated this proceeding, IBFS File No. SAT-STA-20150821-00060, as "permit-but-disclose" under the
Commission's rules governing ex parte communications, effective May 12, 2016.  47 C.F.R. § 1.1206.  We find that this proceeding raises
issues of broadly applicable policy under the Commission's rules and the Communications Act of 1934, as amended, and designating this
proceeding as "permit-but-disclose" will facilitate communications with the parties.  See 47 C.F.R. §§ 1.1200(a), 1.1208 note 2.
SAT-T/C-20160502-00042 SES S.A.
In response to a request by the applicants, SES S.A. and O3b Networks Limited, the Satellite Division designates this proceeding, IBFS
File Nos. SAT-T/C-20160502-00042, SES-T/C-20160502-00376, SES-T/C-20160502-00378, and SES-T/C-20160502-00379, as
"permit-but-disclose" under the Commission's rules governing ex parte communications.  47 C.F.R. § 1.1206.  We conclude that this
designation will further the public interest by encouraging broader participation on the policy issues involved in the transfer of control
applications.  See 47 C.F.R. §§ 1.1200(a), 1.1208 note 2.
