Washington, D.C. 20554 DA 16-705 Released: June 22, 2016 REMINDER AND ADDITIONAL GUIDANCE ON MAKING UPFRONT PAYMENTS FOR THE FORWARD AUCTION (AUCTION 1002) AU Docket No. 14-252 GN Docket No. 12-268 WT Docket No. 12-269 The Wireless Telecommunications Bureau and the Incentive Auction Task Force remind each Auction 1002 applicant that has an application deemed complete and wishes to become a qualified bidder to discuss arrangements for making an upfront payment with its financial institution well in advance of the deadline. To avoid untimely payments, each applicant must ensure that its financial institution is able to initiate a wire transfer using the Fedwire Funds Service (Fedwire), with Type Code 1500,1 in accordance with the instructions for making an upfront payment in Attachment A to the Upfront Payment Public Notice.2 If an applicant’s financial institution lacks direct access to the Fedwire or is otherwise unable to use Fedwire Type Code 1500, it may use a correspondent bank that can access the Fedwire on its behalf or make alternative arrangements consistent with the upfront payment instructions to ensure that the applicant’s upfront payment is timely received by the Federal Reserve Bank of New York.3 Applicants may make their upfront payments on any day prior to the deadline of 5:00 pm Eastern Time on July 1, 2016.
