The Satellite Division designates the above-captioned proceeding as "permit-but-disclose" for purposes of the Commission's rules
governing ex parte communications, effective January 21, 2016. We find that designating this proceeding as "permit-but-disclose" will
serve the public interest by facilitating the resolution of broad policy issues raised by the application. See 47 C.F.R. §§ 1.1200(a), 1.1206
and 1.1208 note 2.
