NOTICE OF COMMENT AND REPLY COMMENT DATES
FY 2017 FURTHER NOTICE OF PROPOSED RULEMAKING
On November 1, 2017, the Office of Federal Register (OFR) published the FY 2017 Further Notice of 
Proposed Rulemaking in the Federal Register.

  Comments are due on December 1, 2017, and reply 
comments are due on December 18, 2017.  The Commission is seeking comment to expand its 
comprehensive record for adopting a new flat rate methodology for terrestrial and satellite IBCs, and to 
revise the tiers for submarine cable systems.  The Commission also seeks comment on the proposal to 
adopt a regulatory fee for all holders of section 214 international authorizations.  Finally, the Commission 
seeks comment on whether to change its methodology for calculating cable subscribers in multiple
