Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 17-1104 Released: November 9, 2017 WIRELINE COMPETITION BUREAU REMINDS LOCAL NUMBER PORTABILITY NPAC USERS OF THE NOVEMBER 30, 2017 REGISTRATION DEADLINE FOR LAW ENFORCEMENT AND PUBLIC SAFETY ENTITIES WC Docket Nos. 07-149 and 09-109 CC Docket No. 95-116 By this Public Notice, the Wireline Competition Bureau (WCB) reminds all entities that use the Number Portability Administration Center (NPAC) that the process to transition operation of the NPAC from Neustar to Telcordia Technologies, Inc. d/b/a iconectiv (iconectiv) is well underway, consistent with the Federal Communications Commission’s Order selecting iconectiv as the next Local Number Portability Administrator (LNPA).1 All entities that use the NPAC, including providers of telecommunications and telecommunications-related services (referred to in this Public Notice as Service Providers), Service Bureaus, law enforcement/public safety agencies, and users of Wireless Do-Not-Call services, must register with iconectiv. The window to register and prepare for the transition is rapidly closing. Registration Deadlines for Law Enforcement and Public Safety Entities o Law Enforcement and Public Safety entities must register by November 30, 2017, if they want to participate in pre-cutover testing, and December 31, 2017 for all users, whether or not they are participating in testing. o Users of the Wireless Do-Not-Call service must register by November 30, 2017, if they want to participate in pre-cutover testing, and December 31, 2017 for all users, whether or not they are participating in testing. o The consequences of not registering will be a lapse in service until registration is complete. o Testing for these users is scheduled to begin in December 2017. o Cutover for these services begins in early March 2018. Law Enforcement/Public Safety and Wireless Do-Not-Call Testing and Cutovers Law Enforcement and Public Safety agencies that use the NPAC to look up the carriers that provide service to particular telephone numbers, even if only occasionally, should be aware that the 1 Telcordia Technologies, Inc. Cir. 2017) (approving iconectiv as the new LNPA). 2NPAC is being transitioned from the current provider, Neustar, to a new provider, iconectiv (the brand name for Telcordia Technologies, Inc.). Law Enforcement and Public Safety agencies need to take affirmative steps to complete this transition and will need to be registered with iconectiv in order to continue to utilize the NPAC. Outreach to law enforcement agencies and Public Safety Answering Points who will access the iconectiv NPAC Interactive Voice Response (NPAC-IVR) Service has begun. Current NPAC IVR users are urged to contact iconectiv to register. As noted above the latest that current NPAC IVR users must register is December 31st, 2017, to avoid potential disruption of their access to the NPAC. Users of the IVR service can contact iconectiv at ivr@conectiv.numberportability.com or call 844-511-3537. Ex parte Presentations. This proceeding shall continue to be treated as a “permit-but-disclose” proceeding in accordance with the Commission’s ex parte rules, and other relevant WCB guidance.2 To the extent that parties make presentations that are not subject to the modified procedures, the Commission’s filing requirements for “permit-but-disclose” proceedings under Section 1.1206 of the Commission’s rules apply. Persons making ex parte presentations must file a copy of any written presentation or a memorandum summarizing any oral presentation within two business days after the presentation (unless a different deadline applicable to the Sunshine period applies). Persons making oral ex parte presentations are reminded that memoranda summarizing the presentation must (1) list all persons attending or otherwise participating in the meeting at which the ex parte presentation was made, and (2) summarize all data presented and arguments made during the presentation. If the presentation consisted in whole or in part of the presentation of data or arguments already reflected in the presenter’s written comments, memoranda or other filings in the proceeding, the presenter may provide citations to such data or arguments in his or her prior comments, memoranda, or other filings (specifying the relevant page and/or paragraph numbers where such data or arguments can be found) in lieu of summarizing them in the memorandum. Documents shown or given to Commission staff during ex parte meetings are deemed to be written ex parte presentations and must be filed consistent with rule 1.1206(b). In proceedings governed by rule 1.49(f) or for which the Commission has made available a method of electronic filing, written ex parte presentations and memoranda summarizing oral ex parte presentations, and all attachments thereto, must be filed through the electronic comment filing system available for that proceeding, and must be filed in their native format (e.g., .doc, .xml, .ppt, searchable.pdf).
