We have before us your petition for rulemaking requesting that the Commission amend part 97 of 
the Commission’s rules to make available to Amateur Extra Class licensees call signs consisting of one 
letter, followed by two digits, followed by one letter (1xx1 format).1 For the reasons set forth below, we 
dismiss the petition.
You state that the number of Amateur Extra Class licensees who desire short call signs exceeds 
the available supply of 1x2 (one letter, followed by one digit, followed by two letters) and 2x1 (two 
letters, followed by one digit, followed by one letter) call signs.  You note that assigning 1xx1 call signs 
would make available an additional 7,800 four-character call signs.
Approximately fifteen million call signs are presently available in the sequential call sign system, 
but it does not include every amateur call sign that has been allocated to the United States.2 In 2010, the 
Commission rejected a suggestion that it make certain additional call signs, including 1xx1 call signs, 
available to Amateur Extra Class licensees.3 It concluded that enough call signs already are available for 
an amateur service licensee to obtain a call sign that he or she finds acceptable.4 You have not 
demonstrated any changed circumstances or other reason that would warrant revisiting this decision.5  
Consequently, we dismiss your petition.
Accordingly, IT IS ORDERED, pursuant to sections 4(i) and (j) and 303(r) of the
Communications Act of 1934, as amended, 47 U.S.C. §§ 154(i), (j), 303(r), and section 1.401(e) of the 
Commission's rules, 47 CFR § 1.401(e), that the petition for rulemaking filed by Thomas J. Alessi on 
May 11, 2017, IS DISMISSED.
This action is taken under delegated authority pursuant to sections 0.131 and 0.331 of the
