On February 3, 2017, EchoStar Satellite Operating Corporation, Hughes Network Systems, LLC, Inmarsat, Inc., WorldVu Satellites Ltd. d/b/a OneWeb, SES Americom, Inc., Intelsat, Inc., and The Boeing Company (together, Petitioners) filed a motion to extend the date for replies to oppositions to petitions for reconsideration from February 10, 2017 to February 24, 2017. 2 Petitioners note that there were 24 filings in response and assert that the filings “raise complex and technical arguments that will require significant effort to analyze and rebut.” 3 They also argue: “The benefits of this brief delay far outweigh any potential burden, as the broad scope of diverse, technically complex issues involved justify allowing sufficient time for thoughtful analysis by affected parties and careful consideration by the Commission.” 4 1 Use of Spectrum Bands Above 24 GHz for Mobile Radio Services, Report and Order and Further Notice of Proposed Rulemaking, 31 FCC Rcd 8014 (2016). 2 Joint Motion for Extension of Time, EchoStar Satellite Operating Corporation, Hughes Network Systems, LLC, Inmarsat, Inc., WorldVu Satellites Ltd. d/b/a OneWeb, SES Americom, Inc., Intelsat, Inc., and The Boeing Company (filed Feb. 3, 2017) (Motion). 3 Id. at 2-3. 4 Id. at 3. It is the general policy of the Commission that extensions of time shall not be routinely granted. 5 However, under these circumstances, we agree that an extension of time to file replies is warranted to ensure that the Commission obtains a complete and thorough record. There were a considerable number of responses filed, and those responses raise a wide variety of issues, many of which are complex and technical in nature. We conclude that an extension of time is warranted to enable interested parties sufficient opportunity to review and to respond to the complex issues raised by the responses to the petitions for reconsideration. Accordingly, pursuant to Section 4(i) of the Communications Act of 1934, as amended, 6 and Section 1.46 of the Commission's rules, 7 we extend the deadline for filing replies to oppositions to petitions for reconsideration until February 24, 2017.
