Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: http://www.fcc.gov TTY: 1-888-835-5322 DA 17-165 February 13, 2017 PSHSB ANNOUNCES THE OPENING OF A FOUR WEEK TESTING PERIOD FOR VERSION 3.0 OF THE NETWORK OUTAGE REPORTING SYSTEM By this Public Notice, the Federal Communications Commission’s (FCC or Commission) Public Safety and Homeland Security Bureau (Bureau) announces that, during the four week period, from February 2 to March 2, 2017, Version 3.0 of the Network Outage Reporting System (NORS) will be open for testing and production use. Under Part 4 of the Commission’s rules,1 providers of voice and paging communications, (e.g., wireless, wireline, cable, satellite communications and interconnected Voice over Internet Protocol) must report significant disruptions or outages to their communications systems. NORS Version 3.0 improvements will enhance the overall security and reliability of NORS and allow future evolutions to better support new communications technologies and analytic methods. The new version of NORS has four interfaces: (1) a web-based interface, (2) a Simple Object Access Protocol (SOAP) Application Programming Interface (API), (3) a Representational State Transfer (REST) API and (4) an Extensible Markup Language (XML) interface. These interfaces are consistent with the FCC’s goal of modernizing its IT systems. The SOAP API, REST API and the XML interfaces are for companies that want to automatically file outage reports. All interfaces will be open for testing during the testing phase. During the testing phase, companies will continue to file their official NORS reports in the NORS 2.0 system. User IDs have been created on the test system for all current users of NORS. E-mail has been sent to each user informing them of how to get a new password and log onto the new NORS test system. Upon successful completion of testing, the Commission will migrate all filings to the new NORS 3.0 production system at the beginning of March.
