By the Acting Chief, Market Disputes Resolution Division, Enforcement Bureau:
1. On June 24, 2016, Farmers Bank, Windsor, Virginia (Farmers Bank) filed with this 
Commission a formal complaint against Verizon Business Network Services Inc. and MCI 
Communications Services, Inc. d/b/a Verizon Business Services (collectively, Verizon) under section 208 
of the Communications Act of 1934, as amended (Act), 47 U.S.C. § 208.1 Verizon filed an answer to the 
Complaint on October 14, 2016.2
2. On April 25, 2017, the parties advised the Commission that “all matters in controversy 
associated with the Proceeding have been finalized, compromised and settled,” and Farmers Bank 
requested that the Commission dismiss the Complaint with prejudice (Motion).3

The parties jointly requested – and staff granted – a number of extensions of the deadline by which Verizon was 
obligated to file its answer so that the parties could discuss settlement.  After Verizon filed its Answer, staff granted 
the parties’ additional joint request that the Commission suspend any future pleading deadlines while the parties 
finalized a settlement agreement.

3. We are satisfied that granting the Motion will serve the public interest by promoting the 
private resolution of disputes, eliminating the need for further litigation, and conserving the resources of 
the parties and this Commission.
4. Accordingly, IT IS ORDERED, pursuant to sections 1, 4(i), 4(j), and 208 of the 
Communications Act of 1934, as amended, 47 U.S.C. §§ 151, 154(i), 154(j), and 208, and Commission 
rules 0.111, 0.311, and 1.720-1.736, 47 C.F.R. §§ 0.111, 0.311, and 1.720-1.736, that the Motion is 
GRANTED, and that this proceeding is DISMISSED WITH PREJUDICE.
