On July 13, 2017, the Federal Communications Commission adopted a Second Further Notice of 
Proposed Rulemaking (Second FNPRM) that seeks comment on changes to the Commission’s rules to 
better address rural call completion problems.

  The Second FNPRM sets deadlines for filing comments 
and reply comments at 30 and 60 days, respectively, after publication in the Federal Register.

On July 27, 2017, a summary of the Second FNPRM was published in the Federal Register.

Accordingly, comments will be due on or before August 28, 2017, and reply comments will be due on or 
before September 25, 2017.  Complete comment filing instructions are set forth in the Second FNPRM
and the Federal Register.
