Federal Communications Commission DA 18-[[X]] DA 18-1005 Released: October 1, 2018 MOBILITY FUND PHASE II CHALLENGE PROCESS PORTAL UPDATE: SEPTEMBER 2018 WC Docket No. 10-90 WT Docket No. 10-208 The Rural Broadband Auctions Task Force (Task Force), in conjunction with the Wireline Competition Bureau and the Wireless Telecommunications Bureau (the Bureaus), today provides the fifth update about the Mobility Fund Phase II (MF-II) challenge process. As of September 30, 2018, a total of 105 entities have access to the Universal Service Administrator Company (USAC) MF-II Challenge Process Portal to participate in the MF-II challenge process. Of these entities, 38 are mobile service providers required to file Form 477 data; 19 are state government entities; 26 are local government entities; 16 are Tribal government entities; and six are other entities that have filed petitions requesting, and have each been granted, a waiver to participate. All government entities (including state, local, and Tribal governments) as well as all mobile service providers required to file Form 477 data are eligible to participate in the MF-II challenge process. Other entities, including individual consumers, organizations, or businesses not otherwise eligible, may participate upon the entity filing and the Commission granting a waiver for good cause shown. While the number of speed tests on file varies on a daily basis, given that participants can add, remove, and reupload data files during the filing window, a total of over 6.6 million speed tests have been submitted during the course of challenge process. As of September 28, challengers have on file 937,811 speed tests of which 13,206 challenged grid cells have been certified.
