Dear Licensee,
This letter is to inform you that the Media Bureau is modifying the transition phase assignment 
for full power television station WQED(TV) (WQED), from Phase 9 to Phase 4.  This action is consistent 
with the verbal consent provided to Video Division staff by legal counsel for WQED Multimedia.  By 
consenting to this Commission initiated phase change all repacked broadcast television stations in the 
Pittsburg Designated Market Area will now be assigned to Phase 4.  We appreciate your assistance in 
helping to make the post-incentive auction transition process more streamlined for viewers.
Accordingly, the transition phase assignment for WQED is MODIFIED from Phase 9 to Phase 
4.  WQED may not commence testing on its post-auction channel until 12:01 a.m. on June 22, 2019, 
and must cease operation on its pre-auction channel by 11:59 p.m. on August 2, 2019.
