DA 18-800 Released: August 1, 2018 OFFICE OF ENGINEERING AND TECHNOLOGY REQUESTS COMMENT ON THE PUBLIC TRIAL OF THE NOMINET UK WHITE SPACE DATABASE SYSTEM ET Docket No. 04-186 Comment Date: August 16, 2018 Reply Date: August 23, 2018 The Commission’s Office of Engineering and Technology (OET) is requesting comment on the 45-day public trial of the Nominet UK (Nominet) white space database system that was completed on July 26, 2018. This database system is designed and intended to support the operation of low power unlicensed transmitting devices on unoccupied spectrum within the broadcast television bands, the 600 MHz service band, the 600 MHz duplex gap, and in channel 37. This unoccupied spectrum is commonly known as the “white spaces.” In a Public Notice released June 11, 2018, DA 18-608, OET announced that, beginning June 11, 2018, it was conducting a 45-day public trial of Nominet’s white space database system. This trial allowed the public to access and participate in the testing of the Nominet database system to ensure that it correctly identifies channels that are available for unlicensed white space devices, properly registers facilities entitled to protection, and provides protection to authorized services and registered facilities as specified in the rules. Participants were encouraged to report any inaccuracies or other issues with any aspect of the database system to Nominet. Nominet has provided a summary report on the trial of its white space database system to OET. This summary report identifies: 1) problems reported and their disposition, and 2) descriptions of changes made by Nominet to the channel availability calculator or registration systems during the trial period. We are requesting that interested parties submit comments on the trial and this report. A copy of Nominet’s summary report is available on the Commission’s Electronic Comment Filing System (ECFS) at: https://www.fcc.gov/ecfs/filing/10730614627964 The successful performance of the database system through this trial is only one element in the Commission’s evaluation of a system for approval to operate. Other requirements for white space database systems are set forth in 47 CFR § 15.701, et seq. OET will grant final approval for Nominet to operate its database system with certified white space devices once it determines that the system complies with all of the applicable rules and requirements.
