WIRELESS TELECOMMUNICATIONS BUREAU ANNOUNCES AVAILABILITY OF 
FCC FORM 175 APPLICATION INSTRUCTIONS FOR AUCTIONS 101 AND 102; 
FCC FORM 159 INSTRUCTIONS FOR AUCTION 101 UPFRONT PAYMENTS; AND TECHNICAL GUIDES FOR AUCTION 102 BIDDING

1. The Wireless Telecommunications Bureau (Bureau) today announces the availability of certain instructions and technical guides for potential participants in the upcoming auctions of Upper Microwave Flexible Use Service licenses in the 28 GHz band (Auction 101) and 24 GHz band (Auction 102). See Auctions of Upper Microwave Flexible Use Licenses for Next-Generation Wireless Services; Notice and Filing Requirements, Minimum Opening Bids, Upfront Payments and Other Procedures for Auctions 101 (28 GHz) and 102 (24 GHz); Bidding in Auction 101 Scheduled to Begin November 14, 2018, Public Notice, FCC 18-109 at 13, 70, paras. 27 & nn.57-58, 216 & n.406 (Aug. 3, 2018) (Auctions 101 and 102 Procedures Public Notice).   
  Specifically, the Bureau has posted on the relevant websites for Auctions 101 and 102 the following:
· instructions for completing FCC Form 175 short-form applications for Auctions 101 and 102, As described in the Auctions 101 and 102 Procedures Public Notice, an individual or entity seeking to participate in Auction 101 or Auction 102 or both must file a separate FCC Form 175 electronically for each auction in which it wishes to participate.  Id. at 13, para. 27.

· instructions for completing FCC Form 159 (Remittance Advice) which each applicant must submit for its upfront payment in Auction 101, The Bureau will prepare and release after the close of Auction 101 detailed instructions for submitting an FCC Form 159 for Auction 102.  Id. at 13, para. 27 n.58.
  
· technical guides regarding the clock and assignment phases of the ascending clock auction bidding to be used in Auction 102. These guides provide examples and serve as supplements to the bidding and bid processing procedures for the clock and assignment phases as adopted by the Commission in the Auctions 101 and 102 Procedures Public Notice.  Id. at 70, para. 216; see generally id. at 70-84, paras. 215-82.  Technical and mathematical detail regarding the procedures for Auction 101 is contained in Attachment B to the Auctions 101 and 102 Procedures Public Notice.
  
2. FCC Form 175 Instructions.  The FCC Form 175 instructions are available on both the Auction 101 website (www.fcc.gov/auction/101) and the Auction 102 website (www.fcc.gov/auction/102) under the “Education” tab.  When filling out an FCC Form 175, you should follow the FCC Form 175 instructions, along with the guidance provided in the Auctions 101 and 102 Procedures Public Notice.  You should also reference other public notices and/or decisions that have been issued in this proceeding, any future public notices and/or decisions that may be issued in this proceeding, and any other relevant public notices and/or decisions issued by the Commission in other proceedings that may relate to Auctions 101 and 102.  
3. An online auction application tutorial for Auctions 101 and 102 will be available by August 28, 2018, to provide additional assistance to applicants in completing their short-form applications.  This tutorial will be accessible on both the Auction 101 website (www.fcc.gov/auction/101) and the Auction 102 website (www.fcc.gov/auction/102) through a link under the “Education” tab. 
4. FCC Form 159 Instructions.  The FCC Form 159 instructions for Auction 101 are available on the Auction 101 website (www.fcc.gov/auction/101) under the “Education” tab. 
5. Technical Guides.  The technical guides, which are entitled Auction 102 Clock Phase Technical Guide and Auction 102 Assignment Phase Technical Guide, are available on the Commission’s Auction 102 website (www.fcc.gov/auction/102) under the “Education” tab.
6. Additional guidance, data, and information related to Auctions 101 and 102 is available on the Auction 101 website (www.fcc.gov/auction/101) and the Auction 102 website (www.fcc.gov/auction/102), respectively.  In addition, copies of these and other relevant documents are available at the FCC’s headquarters located at 445 12th Street, SW, Washington, DC 20554 during normal business hours.
