Petition for Declaratory Ruling Granted in Part/ Deferred in Part Effective Date: 10/07/2019 Nature of Service: Earth Exploration Satellite Service, Other On October 7, 2019, the Satellite Division granted in part, and deferred in part, with conditions, U.S. market access to Spire Global, Inc. for its Luxembourg-licensed MINAS low-earth orbit, non-geostationary orbit satellites. Specifically, Spire was granted market access for up to 636 MINAS satellites, operating at orbital altitudes from 385 to 650 km and inclinations ranging from equatorial to polar sun-synchronous (98 degrees), and not exceeding 175 on-orbit simultaneously operational satellites. Spire was granted market access in the following frequency bands: 8025-8400 MHz (space-to-Earth) (primary data downlink); 2020-2025 MHz (space-to-Earth) (data downlink)(Phase IC only); 2025-2110 MHz (Earth-to-space) (primary data uplink); and 402-403 MHz (Earth-to-space) (space-to-Earth (data back up only)). In addition, Spire was granted market access in the following frequency bands for telemetry, tracking, and command: 401-402 MHz (space-to-Earth); 402-403 MHz (Earth-to-space and space-to-Earth); 449.75-450.25 MHz (Earth-to-space); 2025-2110 MHz (Earth-to-space); and 8025-8400 MHz (space-to-Earth).
