On December 13, 2018, the Commission released a Notice of Proposed Rulemaking in the 2018 Quadrennial Regulatory Review – Review of the Commission’s Broadcast Ownership Rules and Other Rules Adopted Pursuant to Section 202 of the Telecommunications Act of 1996. 2018 Quadrennial Regulatory Review – Review of the Commission’s Broadcast Ownership Rules and Other Rules Adopted Pursuant to Section 202 of the Telecommunications Act of 1996, Notice of Proposed Rulemaking, MB Docket No. 18-349, FCC 18-179 (rel. Dec. 13, 2018) (2018 Quadrennial Review NPRM).
  In the 2018 Quadrennial Review NPRM, the Commission seeks comment on whether its broadcast ownership rules remain “necessary in the public interest as the result of competition” Telecommunications Act of 1996, Pub. L. No. 104-104, § 202(h), 110 Stat. 56, 111-12 (1996); Consolidated Appropriations Act, 2004, Pub. L. No. 108-199, § 629, 118 Stat. 3, 99-100 (2004) (amending Sections 202(c) and 202(h) of the 1996 Act).
 or whether they should be modified or eliminated in light of changes to the media marketplace.  The Commission also seeks comment on three proposals relevant to promoting diversity in the broadcast industry.  The Commission set deadlines for filing comments and reply comments at 60 and 90 days, respectively, after publication of the 2018 Quadrennial Review NPRM in the Federal Register. 2018 Quadrennial Review NPRM at 1.

 
By this Public Notice, the Media Bureau announces that the 2018 Quadrennial Review NPRM was published in the Federal Register on February 28, 2019. 2018 Quadrennial Regulatory Review, 84 Fed. Reg. 6741 (Feb. 28, 2019).         
  Comments must be submitted no later than April 29, 2019.  Reply comments must be submitted no later than May 29, 2019.  Commenters should follow the filing instructions provided in paragraph 123 of the 2018 Quadrennial Review NPRM. 2018 Quadrennial Review NPRM at 46, para 123.  Commenters are reminded that all submission in the 2018 Quadrennial Review proceeding must be filed in MB Docket No. 18-349.
