DA 19 -141 March 04, 2019 FCC ANNOUNCES THE EIGHTH MEETING OF THE COMMUNICATIONS SECURITY, RELIABILITY, AND INTEROPERABILITY COUNCIL SCHEDULED FOR MARCH 8, 2019 AT FCC HEADQUARTERS By this Public Notice, the Federal Communications Commission (FCC or Commission), consistent with the Federal Advisory Committee Act (FACA), 5 U.S.C. App. 2. announces that the FCC’s Communications Security, Reliability, and Interoperability Council (CSRIC or Council) will meet Friday, March 8, 2019, beginning at 1:00 p.m., in the Commission Meeting Room at FCC Headquarters, located at 445 12th Street, SW, Room TW-C305, Washington, DC 20554. Notice of this meeting was published in the Federal Register on February 26, 2019. See 84 Fed. Reg 6147 (Feb. 26, 2019), available at https://www.federalregister.gov/documents/2019/02/26/2019-03233/federal-advisory-committee-act-communications-security-reliability-and-interoperability-council. The Notice was published with less than the fifteen days’ advance notice normally provided for advisory committee meetings. 41 CFR § 102-3.150(a). However, abbreviated notice is acceptable in the event of exceptional circumstances. 41 CFR § 102-3.150(b). Exceptional circumstances exist in this case. Publication of the Notice was delayed due to a potential lapse in Commission appropriations that would have begun on February 16, 2019. If the Commission experienced a lapse in appropriations that extended through March 8, it would not have been possible for the committee to meet as scheduled. On February 15, 2019, the Consolidated Appropriations Act became law, which included appropriations for the Commission. Pub. L. No. 116-6 (2019). The Commission submitted the Notice to the Federal Register on the following business day, providing interested parties with as much advance notice as possible of the meeting. Additionally, it is not possible to reschedule the meeting for a later date that would allow for more notice, given the upcoming expiration of CSRIC VI’s charter on March 18, 2019. At the eighth meeting, CSRIC members will consider and vote on a Report on NG911 Best Practices Version 2.0 by Working Group 1 (Transition Path to NG911), and a Report on Best Practices and Recommendations to Mitigate Security Risks to Current IP-based Protocols by Working Group 3 (Network Reliability and Security Risk Reduction). The FCC will accommodate as many attendees as possible; however, admittance will be limited to seating availability.
