Federal Communications Commission "FCC/DA XX-XXX" DA 19-286 April 15, 2019 TECHNICAL GUIDES ON PROPOSED BIDDING PROCEDURES FOR AUCTION 103 (UPPER 37 GHZ, 39 GHZ, AND 47 GHZ) AU Docket No. 19-59 The Office of Economics and Analytics (Office), in conjunction with the Wireless Telecommunications Bureau (Bureau), today makes available guides that provide technical and mathematical detail regarding the proposed bidding and assignment procedures for Auction 103 (Upper 37 GHz, 39 GHz, and 47 GHz). These guides provide examples and serve as supplements to the bidding and bid processing procedures for the clock and assignment phases as proposed by the Commission in the Auction 103 Comment Public Notice. See Incentive Auction of Upper Microwave Flexible Use Service Licenses in the Upper 37 GHz, 39 GHz, and 47 GHz Bands for Next-Generation Wireless Services; Comment Sought on Competitive Bidding Procedures for Auction 103, Public Notice, FCC 19-35, 9-21, paras. 28-95 (Apr. 15, 2019) (Auction 103 Comment Public Notice or Public Notice). The Commission directed the Office, in conjunction with the Bureau, to release, concurrent with the Public Notice, technical guides that provide the mathematical details of the proposed auction procedures and algorithms for the clock and assignment phases of Auction 103. Id. at 9, para. 28. The guides, which are entitled Auction 103 Clock Phase Technical Guide and Auction 103 Assignment Phase Technical Guide, respectively, are available on the Commission’s Auction 103 website (www.fcc.gov/auction/103), where they will remain available and accessible for reference. Attachment A to the Auction 103 Comment Public Notice, which shows the unweighted MHz-pops of each PEA, is available at that same location.
