Federal Communications Commission "FCC/DA XX-XXX" DA 19-547 Released: June 10, 2019 CONSUMER AND GOVERNMENTAL AFFAIRS BUREAU ANNOUNCES THE EFFECTIVE DATE AND COMMENT CYCLE FOR THE VIDEO RELAY SERVICE REPORT AND ORDER AND FURTHER NOTICE OF PROPOSED RULEMAKING CG Docket Nos. 10-51 and 03-123 Comment Date: August 5, 2019 Reply Comment Date: September 4, 2019 On May 15, 2019, the Federal Communications Commission (Commission) released a Report and Order and Further Notice of Proposed Rulemaking to improve video communications for people with disabilities and protect the video relay service (VRS) program against waste, fraud, and abuse. Structure and Practices of the Video Relay Service Program; Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities, Report and Order and Further Notice of Proposed Rulemaking, FCC 19-39 (May 15, 2019) (Improving VRS and Direct Video Calling Order). The Report and Order and adopted rules become effective 30 days after publication in the Federal Register. Id. at 38, para. 87. For the Further Notice of Proposed Rulemaking (FNPRM), the Commission established filing deadlines of 60 days for comments and 90 days for reply comments, after publication in the Federal Register. Id. at 37, para. 83. On June 6, 2019, a summary of the Report and Order and a summary of the Further Notice of Proposed Rulemaking were published in the Federal Register. Accordingly, the Report and Order and adopted rules are effective July 8, 2019. The amendments to 47 CFR §§ 64.611, 64.613, and 64.615 contain new or modified information collection requirements that require review by the Office of Management and Budget (OMB) under the Paperwork Reduction Act of 1995. See Pub. L. No. 104-13, 109 Stat 163 (1995) (codified at 44 U.S.C. §§ 3501-3520). The compliance date of those information collections will be announced in a document published in the Federal Register after the Commission receives OMB approval. Comments pertaining to the FNPRM must be filed on or before August 5, 2019 and reply comments must be filed on or before September 4, 2019.
