On June 6, 2019, the Commission adopted a Third Further Notice of Proposed Rulemaking that proposes a safe harbor for call-blocking programs targeting unauthenticated calls which may be spoofed; safeguards to ensure that “critical” calls are not blocked; and to require voice service providers to implement the SHAKEN/STIR Caller ID Authentication framework in the event major voice service providers have failed to do so by the end of this year. Advanced Methods to Target and Eliminate Unlawful Robocalls, CG Docket No. 17-59, Declaratory Ruling and Third Further Notice of Proposed Rulemaking, FCC 19-51 (June 6, 2019) (Call Blocking Third Further Notice).
  The Call Blocking Third Further Notice sets deadlines for filing comments and reply comments at 30 days and 60 days after publication in the Federal Register, respectively. Id.

On June 24, 2019, a summary of the Call Blocking Third Further Notice was published in the Federal Register. Federal Communications Commission, Advanced Methods to Target and Eliminate Unlawful Robocalls, Proposed Rule, 84 Fed. Reg. 29478 (June 24, 2019) (Call Blocking Third Further Notice Summary). 
  Accordingly, comments are due July 24, 2019 and reply comments are due August 23, 2019.
