The Office of Economics and Analytics, in conjunction with the Wireless Telecommunications Bureau, today makes available for Auction 103 (Upper 37 GHz, 39 GHz, and 47 GHz) the instructions for completing FCC Form 175 short-form applications and guides that provide technical and mathematical detail regarding the adopted clock and assignment phase bidding procedures. 2. FCC Form 175 Instructions. The FCC Form 175 instructions are available in the Education section of the Auction 103 website (www.fcc.gov/auction/103). When filling out an FCC Form 175, you should follow the FCC Form 175 instructions, along with the guidance provided in the Auction 103 Procedures Public Notice. The technical guides, which are entitled Auction 103 Clock Phase Technical Guide and Auction 103 Assignment Phase Technical Guide, provide examples and serve as supplements to the bidding and bid processing procedures for the clock and assignment phases as adopted by the Commission in the Auction 103 Procedures Public Notice.
