Electronic Delivery of MVPD Communications; Modernization of Media Regulation Initiative, Report and Order and Further Notice of Proposed Rulemaking, 33 FCC Rcd 11518 (2018) (Report and Order). The Report and Order permitted these notices to instead be provided electronically via verified e-mail, so long as the cable operator complies with certain consumer safeguards. Id. at para. 1. In addition, among other things, the Report and Order also permitted electronic delivery of subscriber privacy information that cable operators and other multichannel video programming distributors (MVPDs) are required to provide, and authorized cable operators to respond to consumer requests and complaints via e-mail in certain circumstances. Id. On July 9, 2019, the Office of Management and Budget (OMB) approved the Commission’s Paperwork Reduction Act (PRA) submissions associated with certain changes to the rules adopted in the Report and Order. Today, the Federal Register published OMB’s approval, 84 FR 34319 (July 18, 2019). and the rule changes became effective. Through this proceeding, the Commission continues its efforts to modernize its regulations and reduce unnecessary requirements that can impede competition and innovation in the media marketplace.
