On June 12, 2019, the Commission adopted a Notice of Proposed Rulemaking (NPRM) seeking comment on how it could make improvements to equal employment opportunity (EEO) compliance and enforcement. Review of EEO Compliance and Enforcement in Broadcast and Multichannel Video Programming Industries, MB Docket No. 19-177, Notice of Proposed Rulemaking, FCC 19-54 (rel. June 21, 2019). The NPRM specified comment and reply comment dates of 30 days and 45 days, respectively, from publication of a summary of the NPRM in the Federal Register, which occurred on July 22, 2019, and resulted in a comment due date of August 21, 2019, and a reply comment due date of September 5, 2019. On July 25, 2019, the Multicultural Media, Telecom and Internet Council (MMTC) filed a motion requesting an extension of the time to file comments in this proceeding to September 20, 2019 and reply comments to November 4, 2019. Multicultural Media, Telecom and Internet Council Motion for Revision of Procedural Dates, MB Docket No. 19-177 (filed July 25, 2019). MMTC requests the extension of the comment deadline to September 20, 2019, because its fall fellowships begin in early September and it anticipates that its new fellows will need time to digest the Commission’s extensive EEO record. MMTC also requests that the time for reply comments be expanded from the 15 days set forth in the NPRM to 45 days, or until November 4, 2019, observing that, given the high level of interest in this proceeding, 15 days is likely to be insufficient. Id. at 1. MMTC indicates that it has shared its motion with some other interested parties Id. at 1. and, to date, no parties have opposed grant of the motion. 3. As set forth in section 1.46 of the Commission’s rules, 47 CFR § 1.46. it is the policy of the Commission that extensions of time shall not be routinely granted. We find, however, that MMTC has shown good cause for the requested extension, and we believe that the public interest will be served by granting an extension of time to file comments until September 20, 2019, and an extension of time to file reply comments until November 4, 2019. 4. Accordingly, IT IS ORDERED, that the unopposed Motion for Revision of Procedural Dates filed by MMTC is GRANTED. 5. IT IS ALSO ORDERED that the date for filing comments on the EEO Compliance and Enforcement NPRM IS EXTENDED to September 20, 2019, and the date for filing reply comments IS EXTENDED to November 4, 2019. 6.
