Federal Communications Commission "FCC/DA XX-XXX" DA 19-85 Released: February 14, 2019 WIRELINE COMPETITION BUREAU REMINDS PROVIDERS OF INMATE CALLING SERVICES OF THE MARCH 1, 2019 DEADLINE FOR DATA COLLECTION RESPONSES WC Docket No. 12-375 By this Public Notice, the Wireline Competition Bureau (Bureau) reminds providers of inmate calling services (ICS) that the deadline for filing their responses to the second one-time mandatory data collection associated with the 2015 ICS Order See Rates for Interstate Inmate Calling Services, WC Docket No. 12-375, Second Report and Order and Third Further Notice of Proposed Rulemaking, 30 FCC Rcd 12763 (2015) (2015 ICS Order). (Mandatory Data Collection) is March 1, 2019. In the 2015 ICS Order, the Commission charged the Bureau with implementing the Mandatory Data Collection to assist the Commission in monitoring the rates, fees, and practices of ICS providers. 2015 ICS Order, 30 FCC Rcd at 12862-64, 12908, paras. 197-202, 308. On March 2, 2017, the Bureau released a Public Notice indicating that all ICS providers must file responses to the Mandatory Data Collection by March 1, 2019. Wireline Competition Bureau Announces Due Dates for Inmate Calling Services Information Collections and Consumer Disclosure Requirements, WC Docket No. 12-375, Public Notice, 32 FCC Rcd 1522 (WCB 2017). Previously, the Commission specified that the deadline for complying with this data collection would be two years from publication of Office of Management and Budget (OMB) approval in the Federal Register. See 2015 ICS Order, 30 FCC Rcd at 12862, para. 198 (“[We] adopt a second, one-time Mandatory Data Collection to occur two years from publication of Office of Management and Budget (OMB) approval of the information collection.”). Notice of OMB approval was published on March 1, 2017. See Rates for Interstate Inmate Calling Services: Correction, 82 Fed. As explained in the Bureau’s March 2, 2017 Public Notice, the forms and instructions for the Mandatory Data Collection are available at https://www.fcc.gov/‌general/‌ics-data-collections. The required information must be submitted using the Commission’s Excel template, See Instructions (“ICS providers must file this report by March 1, 2019 and must do so by submitting the completed Excel template prepared by the Commission . . . into the Commission’s electronic comment filing system”). and should be submitted in a format that is machine-readable and manipulatable.
