On July 11, 2019, the Commission released a Report and Order and Further Notice of Proposed Rulemaking (FNPRM) in MB Docket Nos. 17-105 and 17-317 that sought comment on how best to modernize the carriage election notice process for entities that do not have a public file and do not use the Cable Operations and Licensing System (COALS). Electronic Delivery of MVPD Communications, Modernization of Media Regulation Initiative, MB Docket Nos. 17-105, 17-317, Report and Order and Further Notice of Proposed Rulemaking, FCC 19-69, 2019 WL 3065517 (rel. Jul. 11, 2019) (FNPRM).
  The Commission set deadlines for filing comments and reply comments at 30 and 45 days, respectively, after publication of the FNPRM in the Federal Register.  A summary of the FNPRM was published in the Federal Register on August 30, 2019. Electronic Delivery of MVPD Communications, Modernization of Media Regulation Initiative, Report and Order and Further Notice of Proposed Rulemaking, 84 Fed. Reg. 45703 (Aug. 30, 2019).  
  Thus, comments must be submitted no later than September 30, 2019.  Reply comments must be submitted no later than October 15, 2019.  Commenters must follow the filing instructions provided in paragraph 36 of the FNPRM. FNPRM, 2019 WL 3065517 at *12, para. 36.
