Federal Communications Commission DA 20--1153 DA 20-1153 Released: October 1, 2020 WIRELINE COMPETITION BUREAU INVITES COMMENT ON CALLER ID AUTHENTICATION PROGRESS FOR REPORT TO CONGRESS WC Docket No. 20-323 Comments Due: October 16, 2020 Reply Comments Due: October 26, 2020 To facilitate preparation of a report to Congress required by the Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act, the Wireline Competition Bureau (Bureau) invites comment on the extent to which providers of voice service have implemented caller ID authentication frameworks in the IP and non-IP portions of their networks and on the efficacy of those frameworks in addressing all aspects of caller ID authentication. Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence Act, Pub. L. No. 116-105 (2019) (TRACED Act) § 4(b)(3). The report is due no later than December 30, 2020. Id. The TRACED Act requires that the Commission, as part of the report, analyze “the extent to which providers of voice service have implemented” STIR/SHAKEN in their IP networks and a non-IP caller ID authentication solution in their non-IP networks. Id. § 4(b)(3)(A). This analysis must also investigate “whether the availability of necessary equipment and equipment upgrades has impacted such implementation.” Id. The TRACED Act also requires that the Commission assess the efficacy of STIR/SHAKEN and non-IP caller ID authentication solutions in “addressing all aspects of call authentication.” Id. § 4(b)(3)(B). The Bureau invites comment on each of the topics that must be addressed in the report. Regarding a non-IP solution, the Bureau seeks comment not only on the extent to which voice service providers have implemented such a solution, but also the extent to which industry has made progress in developing such a solution. The Bureau also invites comment on the benefits of caller ID authentication technologies for consumers and on how best to evaluate the effectiveness of caller ID authentication frameworks given that such technologies are not yet ubiquitously deployed.
