Federal Communications Commission "FCC/DA XX-XXX" DA 20-185 Released: February 21, 2020 EFFECTIVE DATE FOR INTERNET PROTOCOL CAPTIONED TELEPHONE SERVICE RULES SUBJECT TO THE PAPERWORK REDUCTION ACT CG Docket Nos. 13-24; 03-123 On June 8, 2018, the Federal Communications Commission (Commission) released the 2018 IP CTS Modernization Order, which, among other things, adopted rules related to the provision and marketing of Internet Protocol Captioned Telephone Service (IP CTS). Misuse of Internet Protocol (IP) Captioned Telephone Service; Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities, CG Docket Nos. 13-24 and 03-123, Report and Order, Declaratory Ruling, Further Notice of Proposed Rulemaking, and Notice of Inquiry, 33 FCC Rcd 5800 (2018) (2018 IP CTS Modernization Order). On February 15, 2019, the Commission released the 2019 IP CTS Program Management Order, which, among other things, established rules for the submission of IP CTS user registration information to the telecommunications relay service (TRS) User Registration Database (Database). Certain of these rules resulted in modified information collection requirements under the Paperwork Reduction Act of 1995. Pub. L. The modified information collection requirements are contained in: 47 CFR §§ 64.604(c)(11)(v), (c)(13)(iii)-(iv), 64.611(j)(2), 64.615(a)(3), (a)(5). On February 19, 2020, the Commission published a notice in the Federal Register announcing that the Office of Management and Budget (OMB) has approved these modified information collection requirements, and establishing February 19, 2020, as the effective date for amendments to 47 CFR § 64.604(c)(11)(v) and (c)(13)(iii)-(iv) and for compliance with 47 CFR §§ 64.611(j)(2), 64.615(a)(3), and (a)(5).
