TECHNICAL GUIDE ON PROPOSED BIDDING PROCEDURES 
FOR AUCTION 904 (RURAL DIGITAL OPPORTUNITY FUND)

The Office of Economics and Analytics (OEA), in conjunction with the Rural Broadband Auctions Task Force and the Wireline Competition Bureau (Bureau), today makes available a guide that provides technical and mathematical details regarding the proposed bidding procedures for Auction 904 (Phase I of the Rural Digital Opportunity Fund).  The guide provides examples and serves as a supplement to the bidding and bid processing procedures for the descending clock auction as proposed by the Commission in the Auction 904 Comment Public Notice. See Comment Sought on Competitive Bidding Procedures and Certain Program Requirements for the Rural Digital Opportunity Fund Auction (Auction 904), Public Notice, FCC 20-21, at 21-35, paras. 66-137 (Mar. 2, 2020) (Auction 904 Comment Public Notice).  The Commission directed OEA, in conjunction with the Bureau, to release a technical guide that provides further technical and mathematical detail of the proposed bidding procedures for Auction 904.  Id. at 21, para. 66.
  The guide, which is entitled Rural Digital Opportunity Fund Auction Technical Guide, is available in the Education section of the Commission’s Auction 904 website (www.fcc.gov/auction/904), where it will remain available and accessible for reference.
