SAT-MOD-20191008-00109 E S2382 Intelsat License LLC Modification Grant of Authority Effective Date: 03/18/2020 Nature of Service: Fixed Satellite Service On March 18, 2020, the Satellite Division granted, with conditions, Intelsat License LLC's request to modify the authorization for its Intelsat 10 satellite by changing the C- and Ku-band beam coverage areas to include multiple boresights on the four mechanically adjustable reflectors. Intelsat 10 is currently authorized to operate at the 47.5° E.L. orbital location to provide fixed-satellite service in the 3700-4200 MHz, 11.45-11.7 GHz, 12.25-12.75 GHz (space-to-Earth), 5925-6425 MHz, and 14.0-14.5 GHz (Earth-to-space) frequency bands. Telemetry, tracking, and command is conducted using the following center frequencies: 11.699 GHz, 12.7475 GHz, 12.7485 GHz, and 12.7495 GHz (space-to-Earth); and 14.0005 GHz and 14.4995 GHz (Earth-to-space). Modification Grant of Authority Effective Date: 03/16/2020 Nature of Service: Earth Exploration Satellite Service On March 16, 2020, the Satellite Division granted, with conditions, for Planet Labs Inc.'s request to modify the authorization for its system to (1) modify the operational orbital altitude for the SkySat-3 satellite to include 400 km, and (2) modify the orbital location for SkySat-16 to SkySat-21 satellites to include the inclination range of 40.0 degrees to 60.0 degrees in addition to the currently authorized inclination range of 97.0 degrees and 97.9 degrees. Page 1 of 2 SAT-STA-20191230-00156 E Space Exploration Holdings, LLC Special Temporary Authority Grant of Authority Effective Date: 03/19/2020 On March 19, 2020, the Satellite Division granted, with conditions, special temporary authority, to Space Exploration Holdings, LLC., for a period of 180 days, to conduct Launch and Early Orbit-Phase operations (1) to perform telemetry, tracking, and command functions necessary for orbit-raising of all of the Starlink satellites, both those previously launched and those to be launched during the 180-day period covered by this STA, and (2) to test the communications payload on each of these satellites. SpaceX will use the following frequencies for telemetry, tracking, and command: 12.15-12.25 GHz (space-to-Earth) and 13.85-14.0 GHz (Earth-to-space). SpaceX will use the following payload testing frequencies: 10.7-12.7 GHz (space-to-Earth), 14.0-14.5 GHz (Earth-to-space), 17.8-18.6 GHz (space-to-Earth), 18.8-19.3 GHz (space-to-Earth), 19.7-20.2 GHz (space-to-Earth), 27.5-29.1 GHz (Earth-to-space), and 29.5-30.0 GHz (Earth-to-space).
