Modernizing Suspension and Debarment Rules, GN Docket No. 19-309, Notice of Proposed Rulemaking, FCC 19-120 (rel. Nov. 25, 2019). In the Notice, the Commission proposes to adopt new rules consistent with Office of Management and Budget Guidelines to Agencies on Government Debarment and Suspension (Nonprocurement). The Commission proposes that such new rules be applied to transactions under the Universal Service Fund (USF) and Telecommunications Relay Services (TRS) programs and the National Deaf-Blind Equipment Distribution Program (NDBEDP). The Notice set deadlines for filing comments and reply comments at 30 and 60 days after the date of publication of the summary of the Notice in the Federal Register. Id. at 1.
