Federal Communications Commission "FCC/DA XX-XXX" DA 20-80 Released: January 16, 2020 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU ANNOUNCES THE EFFECTIVE DATE AND COMMENT CYCLE FOR THE VERTICAL LOCATION ACCURACY (Z-AXIS) FIFTH REPORT AND ORDER AND FIFTH FURTHER NOTICE OF PROPOSED RULEMAKING PS Docket No. 07-114 Comment Date: February 18, 2020 Reply Comment Date: March 16, 2020 On November 25, 2019, the Federal Communications Commission (Commission) released a Fifth Report and Order and Fifth Further Notice of Proposed Rulemaking (R&O and FNPRM) adopting rules for transmitting vertical, or “z-axis,” location information with indoor wireless 911 calls and seeking comment on narrowing the z-axis location accuracy metric. Wireless E911 Location Accuracy Requirements, Fifth Report and Order and Fifth Further Notice of Proposed Rulemaking, FCC 19-124 (rel. Nov. 25, 2019) amended by Erratum (rel. Jan. 15, 2020) (R&O and FNPRM). The adopted rules become effective 60 days after publication in the Federal Register, except for those requirements subject to approval by the Office of Management and Budget (OMB). Id. at para. 93. For the FNPRM, the Commission established filing deadlines of 30 days for comments and 60 days for reply comments after publication in the Federal Register. Id. at para. 89. On January 16, 2020, the Office of Federal Register published a summary of the R&O 85 Fed. Reg. 2660 (Jan. 16, 2020). and a summary of the FNPRM. 85 Fed. Reg. 2683 (Jan. 16, 2020). Accordingly, the rules adopted in the R&O will take effect on March 16, 2020, with the exception of rules containing information collection requirements that must be approved by the OMB under the Paperwork Reduction Act (PRA). The amendments to 47 CFR §§ 9.10(i)(2)(ii)(C) and (D), 9.10(i)(4)(v) and 9.10(j)(4), new or modified information collection requirements that require review by OMB under the PRA. The compliance date of those information collections will be announced in a document published in the Federal Register after the Commission receives OMB approval. 85 Fed. Reg. 2660 (Jan. 16, 2020).
