Federal Communications Commission DA 20-899 DA 20-899 August 20, 2020 WIRELESS TELECOMMUNICATIONS BUREAU GRANTS 24 GHZ BAND UPPER MICROWAVE FLEXIBLE USE SERVICE LICENSE Auction No. 102 On May 28, 2019, the Federal Communications Commission (Commission) completed the auction of 24 GHz Upper Microwave Flexible Use Service (UMFUS) licenses (Auction 102), and it announced the results on June 3, 2019. Auction of 24 GHz Upper Microwave Flexible Use Service Licenses Closes: Gross Winning Bidders Announced for Auction 102, Public Notice, 34 FCC Rcd 4294 (OEA 2019) (Auction 102 Closing PN). The 24 GHz band includes the frequencies 24.25-24.45 GHz and 24.75-25.25 GHz. This auction raised a total of $2,022,676,752 in net bids ($2,024,268,941 in gross bids), with 29 bidders winning a total of 2,904 licenses. “Gross bids” refers to the total amount of winning bids at the close of bidding and does not reflect any small business or rural service provider bidding credits claimed by eligible winning bidders that may be awarded after the auction. “Net bids” refers to the total amount of winning bids as adjusted for any small business or rural service provider bidding credits claimed by winning bidders. The FCC long-form applications (FCC Form 601) of winning bidders were accepted for filing by public notices released on October 30, 2019 Specifically, 32 FCC long-form applications (FCC Form 601) were accepted for filing on October 30, 2019. Wireless Telecommunications Bureau Announces that Application for 24 GHz Band Flexible Use License is Accepted for Filing, Public Notice, DA 20-777 (WTB July 23, 2020) (Auction 102 Second AFF PN). On December 11, 2019, the Commission released the first public notice granting applications in Auction 102; on January 22, 2020, the Commission released a second public notice granting applications in Auction 102. Specifically, 31 FCC Form 601 applications were granted on December 11, 2019 and one FCC Form 601 application was granted on January 22, 2020. Upon further review and examination, the application for the license listed in Attachment A has been found to be complete and in conformance with the Commission’s rules, and there are no petitions to deny or other requests pending that would prevent grant of this license. We find that granting the application for the license listed in Attachment A serves the public interest, convenience, and necessity. Furthermore, the Commission has received full payment for the license listed in Attachment A, as required by Section 1.2109(a) of its rules. 47 CFR § 1.2109(a). Accordingly, by this Public Notice, we announce the grant of the license listed in Attachment A. We grant this license pursuant to Section 309(a) of the Communications Act, 47 U.S.C. § 309(a), and Sections 0.131 and 0.331 of the Commission’s rules, 47 CFR §§ 0.131, 0.331, because it will serve the public interest, convenience, and necessity.
