Amendment of Part 11 of the Commission’s Rules Regarding the Emergency Alert System; Wireless Emergency Alerts, PS Docket Nos. 15-94 and 15-91, Report and Order and Further Notice of Proposed Rulemaking, FCC 21-77 (June 17, 2021) (FNPRM). The FNPRM seeks comment on potential improvements to the EAS recommended by the Federal Emergency Management Agency. See id. at 25-29, paras. 48-55. The FNPRM set deadlines for filing comments and reply comments at 60 and 90 days, respectively, after publication of a summary of the FNPRM in the Federal Register. See id.. On August 20, 2021, the Office of the Federal Register published a summary of the FNPRM, including the associated comment and reply comment dates.
