The Notice of Proposed Rulemaking also seeks comment on other issues. The Notice of Proposed Rulemaking sets deadlines for filing comments and reply comments at 30 days and 45 days after publication in the Federal Register. On October 11, 2022, a summary of the Notice of Proposed Rulemaking was published in the Federal Register.
