Federal Communications Commission DA 21-378 DA 22-1248 Released: December 2, 2022 PUBLIC SAFETY AND HOMELAND SECURITY BUREAU ANNOUNCES PROCESS FOR SERVICE PROVIDERS TO REQUEST LIST OF AGENCIES PARTICIPATING IN NORS/DIRS INFORMATION SHARING PS Docket No. 1580 In 2021, the Federal Communications Commission (Commission) adopted a Report and Order (Report and Order) that created a framework for Federal, state, Tribal nation, territorial, and District of Columbia agencies to obtain read-only access to communications status and outage reports filed in the Commission’s Network Outage Reporting System (NORS) and Disaster Information Reporting System (DIRS). See Amendments to Part 4 of the Commission’s Rules Concerning Disruptions to Communications, PS Docket No. 15-80, Second Report and Order, 36 FCC Rcd 6136 (2021) (Second Report and Order). The rules became effective on September 30, 2022, allowing qualifying agencies to request access. See Public Safety and Homeland Security Bureau Announces the Launch of Outage Information Sharing and Provides Guidance to Agencies on Applying for Access, Public Notice, DA 22-1031 (2022); see also Second Report and Order, 36 FCC Rcd at 6183, para. 152. The Report & Order requires the Public Safety and Homeland Security Bureau (Bureau) to develop a list of agencies with access to NORS and DIRS filings and make the list available to relevant service providers. Second Report and Order, 36 FCC Rcd at 6180, para. 142. Accordingly, the Bureau announces via this Public Notice that service providers that file in NORS and/or DIRS may request a copy of the list from the Commission at any time by sending a request to NORS_DIRS_Information_Sharing@fcc.gov. Commission staff will provide the list to the requestor by return e-mail after confirming the service provider’s eligibility and addressing any outstanding questions or concerns, if applicable.
