On January 10, 2022, the Media Bureau released a Public Notice (Record Refresh PN) Media Bureau Seeks to Refresh the Record on Accessibility Rules for Closed Captioning Display Settings Under the Television Decoder Circuitry Act, Public Notice, MB Docket No. 12-108, DA 22-20 (rel. Jan. 10, 2022) (Record Refresh PN).
 seeking to refresh the record on rules initially proposed in 2015 that would require manufacturers of covered apparatus and multichannel video programming distributors (MVPDs) to make closed captioning display settings readily accessible to individuals who are deaf and hard of hearing under the Television Decoder Circuitry Act of 1990 (TDCA). Television Decoder Circuitry Act of 1990, Pub. L. No. 101-431, 104 Stat. 960 (1990) (codified at 47 U.S.C. §§ 303(u), 330(b)) (TDCA); Accessibility of User Interfaces, and Video Programming Guides and Menus, Second Report and Order, Order on Reconsideration, and Second Further Notice of Proposed Rulemaking, 30 FCC Rcd 13914, 13932-35, paras. 33-40 (2015).
  The Record Refresh PN set deadlines for filing comments and reply comments at 30 and 45 days, respectively, after publication of the Record Refresh PN in the Federal Register. Record Refresh PN at 1.

By this Public Notice, the Media Bureau announces that the Record Refresh PN was published in the Federal Register on January 18, 2022. Accessibility Rules for Closed Captioning Display Settings, Notice, 87 Fed. Reg. 2607 (Jan. 18, 2022). 
  Comments must be submitted no later than February 17, 2022.  Reply Comments must be submitted no later than March 4, 2022.  Commenters should review the filing requirements provided in the Record Refresh PN. Record Refresh PN at 4-5.
