Federal Communications Commission DA 23-219 DA 23-219 Released: March 15, 2023 CONSUMER AND GOVERNMENTAL AFFAIRS BUREAU AND WIRELINE COMPETITION BUREAU ANNOUNCE ACP PILOT PROGRAM GRANTS TARGET FUNDING WC Docket No. 21-450 The Federal Communications Commission (FCC) is announcing today target funding allocations for the Affordable Connectivity Outreach Grant Program–Pilot Program Grants (ACP Pilot Program Grants). The total amount of targeted funding is $4,995,831 for the Your Home, Your Internet (YHYI) Outreach Grants, and $2,449,311 for the Navigator Pilot Program (NPP) Outreach Grants. The ACP continues to play an integral role in helping to bridge the broadband affordability gap.  In August 2022, the FCC adopted an order establishing the Affordable Connectivity Outreach Grant Program (ACP Outreach Grant Program) to facilitate the promotion and awareness of and participation in the Affordable Connectivity Program (ACP) among eligible households. In November 2022, the FCC released a Notice of Funding Opportunity (NOFO) for the ACP Pilot Program Grants. See Affordable Connectivity Outreach Grant Program – Pilot Programs, Notice of Funding Opportunity, FCC-ACOGP-23-002 (Nov. 21, 2022). Today, as part of this announcement, the FCC is enlisting partners to serve as trusted community messengers and providing those partners with the funding and resources needed to implement innovative outreach strategies to reach historically underserved and unserved communities in connection with their participation in two one-year ACP Pilot Programs: (1) the Your Home, Your Internet Pilot Program, which is focused on ACP outreach and application support to recipients of federal housing assistance; and (2) the ACP Navigator Pilot Program, which provides selected applicants access to the National Verifier to help low-income households complete and submit their ACP application. Additional information on the two Pilot Programs is available at https://www.fcc.gov/affordable-connectivity-pilot-programs.   The ACP Outreach Grant Program also includes the National Competitive Outreach Program (NCOP) and the Tribal Competitive Outreach Program (TCOP). On March 10, 2023, the FCC announced combined funding allocations of $66 million for NCOP and TCOP. In determining funding allocations for the ACP Pilot Program Grants, FCC reviewed over 75 grant applications to determine the impact of proposed projects against the ACP Pilot Program Grants’ goals, objectives, and priorities.  Submitted applicants were assessed using the following three-step review process:  1. Eligibility review to determine if the applicant is eligible and submitted a complete application package as required in the NOFO;  2. Merit review to determine the quality of proposed projects against program objectives, activities, and costs/budget using pre-determined criteria; and   3. Risk review to determine fiscal stability of an applicant using many factors including the quality of the management systems, history of grant performance, and audit reports and findings.  At the conclusion of the three-step review process, applicants were selected for funding consistent with the funding determination process outlined in the ACP Pilot Program Grants NOFO. Target Funding Allocations  Target funding allocations for the two ACP Pilot Programs: While a NOFO was released for both Pilot Programs to provide funding to support outreach activities of eligible entities selected to participate in the Your Home, Your Internet Pilot Program and ACP Navigator Pilot Programs, entities could still participate in those Pilot Programs without funding. Accordingly, this Public Notice does not serve as an exhaustive list of entities selected to participate in the Pilot Programs.
